Procurement-conditioned discretion

Federal civilian, California State/Local/Education (SLED), and regulated commercial buyers regularly require personnel attribution under contractual confidentiality. Capture managers and contracting officers expect detail to land inside a controlled exchange (MNDA, qualification package, or proposal volume), not on a public website.
